Is this extrotion / blackmail?

Was in a car accident w/o insurance (i know my bad not the point of this question here). I immediately told the man i did not have insurance and he got all my other information, said he'll be in touch and left. His car was without a scratch but mine was not. He has left numerous menages for a month asking me how i want to "work it out" (I called him back but was able to only leave messages asking what he meant) My phone was shut off 2 weeks after the accident (two weeks before the letter arrived) and i have since received a letter from him. He put all the imformation he got from me from the scene on it and threatened to report me to the DMV and highway patrol as a hit and run. Now, because i gave all my information to him and he gave me none and hes threatening to file a false report does this qualify as extortion? (I would now have prof he had my info because of the letter so) thanks everyone and i know i am ultimately at fault with no ins. and i got it reinstated it a week after.
