Why doesn't Castro let Cuba choose their government?

Do you believe for a second that Castro cairs about the state of his people? Communism is not to help the greater good. people in charge of communistic governments just say that to keep them in power. Communism has never worked because the people in charge are eather power hungry or money hungry or both. Cuba is still communisum because Castro has the millitary and the guns and the people of Cuba are to weak to fight back.
